The Clergy Act and Your Social Security Benefits

The Clergy Act has been signed into law, marking a significant development for ministers and ministry families nationwide.

Beginning in 2029, the legislation establishes a two-year window in which ministers who previously opted out of Social Security may elect future participation in the program. Because this opportunity has not been available for several decades, ministers should carefully consider how participating could affect their individual financial and retirement circumstances.

GuideStone® is preparing clear, objective information to help pastors, church staff and ministry leaders understand the legislation and evaluate their options before the election period begins. We will share additional guidance by email and update this page as more details become available.

Resources

Visit the Ministerial Resources Center for information addressing common financial, benefits and tax-related questions for ministers.

As part of our vision for every servant of Christ to finish well, we encourage ministers to understand the benefits and opt back in. Ministers have a unique relationship with Social Security, and it can be an essential foundation for retirement planning. Depending on an individual’s eligibility and circumstances, it may provide:

  • Retirement benefits
  • Subsidized Medicare beginning at age 65
  • Disability benefits
  • Survivor benefits for eligible family members

Without Social Security, you and your loved ones may not be eligible for these benefits.
